4. Quantity and unit of measure

The CI says 500 pieces. The packing list says 500 units across 25 cartons. The B/L says 25 packages. These are all consistent — but if the CI said 500 kilograms instead of 500 pieces, the customs valuation calculation changes entirely. The cross-check: Reconcile the CI quantities against the packing list totals. Units of measure must match. Total weight on the CI should be consistent with the packing list gross weight and the B/L declared weight.

The incoterms on the CI determine which costs are included in the declared value. CIF includes freight and insurance; FOB doesn’t. If the CI shows CIF but the declared value only includes the goods (no freight, no insurance), customs may assess the entry as undervalued. Conversely, if the CI shows FOB but the entry includes freight charges in the customs value, duties are calculated on an inflated base.

The cross-check: Verify that the incoterms on the CI match the incoterms on the B/L and the purchase order. If they don’t match, find out which is correct before filing.

How Do You Verify a Commercial Invoice Before Filing?

Verification isn’t a single step — it’s a sequence that matches the CI against every other document in the shipment file. The order matters because each check builds on the previous one.

Step 1: CI against the purchase order. The PO is the source of truth for what was ordered. Product descriptions, quantities, unit prices, and incoterms on the CI should match the PO. If they don’t, the discrepancy needs to be resolved with the shipper before any filing happens.

Step 2: CI against the packing list. The PL confirms what was actually packed and shipped. Total quantities on the CI should reconcile to the PL totals. Weights should be consistent. If the CI shows 500 units but the PL shows 480, either the shipment is short or the CI is wrong — either way, you need to know before customs does.

Step 3: CI against the B/L. The cargo description on the B/L should align with the CI. Container counts, total weight, and number of packages should be consistent across both documents.
